Why Your ChatGPT Payment Fails in Pakistan, and How to Get Plus Working

📅 October 18, 2026⏱️ 7–9 min read

Short answer

ChatGPT takes cards in Pakistan, but most local cards are declined for one of three reasons: the card is PayPak, which only works inside Pakistan; international online use is switched off; or the bank's check (OTP, address) fails. Switch on international payments, use a Visa or Mastercard card, and keep a buffer for conversion and the card tax, which dropped to 0.5% for filers on July 1, 2026.

You choose ChatGPT Plus, enter your debit card, and the payment is declined. The same card works at shops and on Daraz, and there is money in the account. This happens to a lot of people in Pakistan, and it is almost never about the balance. It is about how your card is set up for payments to a company outside Pakistan.

This guide covers what ChatGPT accepts in Pakistan, the five reasons local cards get declined, the new tax line on your statement, the fixes in the order worth trying, and what to do when your cards keep failing.

What ChatGPT Accepts in Pakistan

Cards. OpenAI's billing help page lists credit and debit cards for every country, and names local methods only for a few markets, such as UPI in India, GoPay in Indonesia and GCash in the Philippines. Pakistan isn't one of them, so there is no JazzCash or Easypaisa option at checkout. The same page lists the Pakistani rupee among its billing currencies, so check whether your checkout shows the price in rupees or in dollars before you pay.

Plus lists at $20 a month in the US, and the cheaper Go plan is available in all supported countries. If you are not sure which plan you need, our comparison of Free, Go and Plus after GPT-6 explains what each one gets. OpenAI also says it usually doesn't receive detailed decline reasons from banks, so your bank is the quickest place to find out what happened.

Five Reasons Pakistani Cards Get Declined

CauseWhat you seeWhat to do
The card is PayPakDeclined straight away, on every foreign sitePayPak is a domestic network. Use a Visa or Mastercard card instead.
International use is switched offWorks in Pakistan, declined on chatgpt.comTurn on international e-commerce in your bank app or through the bank's helpline.
The SBP annual cap is used upInternational payments stop on all your cardsWait for the cap to reset on November 1, or ask your bank how much is left.
Verification or address mismatchThe OTP never arrives, or the address is rejectedUse your bank's billing address, turn off the VPN and finish the OTP step without refreshing.
Balance too tightDeclined as insufficient funds with money in the accountKeep a buffer above the plan price for conversion and the card tax.

The SBP cap needs a word of explanation. Since November 2022, the State Bank has limited card payments abroad to $30,000 a year per person, across all your debit and credit cards together, and online purchases from foreign websites count toward it. Banks say the year runs from November 1, and that international payments are suspended once you reach the cap. A $20 subscription won't reach it on its own, but freelancers who pay for software, ads and tools on the same cards sometimes do. Our Urdu guide to Pakistani card limits covers the cap and PayPak in more detail.

The Card Tax Line: Section 236Y Is Now 0.5%

When you pay a foreign company by card, your bank deducts advance income tax under Section 236Y of the Income Tax Ordinance. Under the Finance Act 2026, the rate fell sharply. The FBR's withholding tax rate card for tax year 2027 lists "amount remitted abroad through credit, debit or prepaid cards" at 0.5% for people on the Active Taxpayers List and 1% for everyone else. Tax summaries for the previous year put it at 5% and 10%. Tax year 2027 started on July 1, 2026.

Not every published fee page has caught up. On October 18, 2026, SadaPay's schedule of charges for July to December 2026 still listed withholding tax on international transactions at 5% for filers and 10% for non-filers. A page that hasn't been updated doesn't prove the old rate was charged, so check what was actually deducted:

  • Find a foreign card payment made after July 1, 2026 on your statement and look for a tax, WHT or 236Y line next to it.
  • Divide the tax by the payment. About 0.5% or 1% matches the current rate card; 5% or 10% doesn't.
  • If the rate looks wrong, ask your bank in writing and keep the complaint number. If that doesn't settle it, the State Bank's Sunwai complaint portal and the Banking Mohtasib are the next steps.

In round numbers: on a $20 charge, 0.5% is 10 cents and 1% is 20 cents, while the old 5% and 10% were $1 and $2. This is general information, not tax advice, and whatever card you use, your own tax and State Bank rules still apply to you.

Fixes, in the Order Worth Trying

  1. Check the logo on your card. If it says PayPak, it won't work on chatgpt.com. Ask your bank for a Visa or Mastercard debit card on the same account.
  2. Switch on international online payments. Most Pakistani banks keep it off until you ask. Look for an international or e-commerce toggle in the app, or call the bank. National Bank of Pakistan, for example, tells customers to activate international usage through its helpline.
  3. Set a limit above the plan price. Some apps let you set a per-transaction or monthly international limit. Leave room for Plus, the bank's conversion and the card tax.
  4. Fix the checkout details. Type the card details by hand, use the billing address your bank has on file, switch off any VPN, allow pop-ups, and finish the OTP or app approval without refreshing.
  5. Try a card that is enabled for international use from day one. Some Pakistani fintech apps, such as SadaPay, say their Mastercard works for international payments from activation. Check the app's own fee schedule first.
  6. Consider the app store route. Subscribing inside the ChatGPT app means Apple or Google bills you and manages the plan. Don't keep a web subscription running at the same time.
  7. Stop after two failed tries. Repeated attempts can trigger more blocks. Ask your bank whether it saw the charge, then contact OpenAI support with the time of the attempt.

When Your Pakistani Cards Keep Failing

If two cards with international use switched on still fail the same way, the card itself is the mismatch. SiraPay is a privacy-first virtual card built for that gap. You can create a card without a forced KYC process, with no ID upload and no face scan, and it runs as a standard Visa accepted at 150M+ merchants worldwide. People already use it in 100+ countries.

For ChatGPT there is a dedicated ChatGPT card on its own BIN, kept apart from the rest of your spending. Use code ChatGPT1 for 60% off that card. Every new account also gets a $2 welcome bonus, and the tasks to unlock it are shown in the app. For the current card price, Check the app

How to set it up:

  • Sign up on SiraPay and complete the privacy-first onboarding
  • Fund your account with crypto or a supported top-up
  • Create the dedicated ChatGPT card and keep the plan price plus a small buffer on it
  • Add it on chatgpt.com's billing page like any other Visa card

Three honest caveats. No card can guarantee approval: OpenAI and its payment processor make the final call. SiraPay is a spend-only card, not a way to receive money. And a card doesn't change your obligations: Pakistan's rules on foreign exchange, crypto and tax still apply to you, and SiraPay isn't a way around them. Quick Answers

Can I pay for ChatGPT with JazzCash or Easypaisa?
Not at ChatGPT's own checkout. OpenAI lists cards for Pakistan, not local wallets. A wallet app that issues its own Visa or Mastercard card is a different matter, because you pay with the card.

Does my PayPak card work on ChatGPT?
No. PayPak is Pakistan's domestic network and doesn't process payments to foreign websites.

How much tax will my bank take on ChatGPT Plus?
Under the FBR's rate card for tax year 2027, 0.5% if you are on the Active Taxpayers List and 1% if you aren't, deducted under Section 236Y. Check your statement to see what your bank actually applied.

Why does my card work in Pakistan but not on ChatGPT?
Because international online use is usually switched off by default, or the card is PayPak. Turn it on in your bank app or through the helpline and try again.

Final Thoughts

A ChatGPT payment that fails in Pakistan is rarely about the money. It is a PayPak card, international payments that were never switched on, a tight balance or a checkout step that didn't finish. Fix those first, check that your bank is deducting the new 0.5% or 1% card tax rather than the old rate, and switch to a card built for international payments only when your own cards keep failing.
