Paying for ChatGPT Plus from Ghana has always had two hurdles: OpenAI bills in US dollars, and many cedi cards are not set up for a recurring foreign charge. This month a third one arrives. The Ghana Revenue Authority (GRA) is switching on a system that takes VAT at the point of payment on foreign digital services, which changes what a subscription really costs.
This guide covers what ChatGPT Plus costs in Ghana, what the new VAT rule does and does not do, whether MoMo or a cedi card works, how to fix a declined payment, and where a privacy-first card fits. It is general information, not tax advice.

Get Your Virtual Card โWhat ChatGPT Plus Costs in Ghana
OpenAI prices its plans in US dollars. We found no official cedi price, so a cedi card is converted by your bank at its own rate on the day.
| Plan | List price | Who it suits |
|---|---|---|
| Plus | $20 a month | The plan most people need: higher limits and the advanced features for work and study. |
| Go | About $8 a month | A lighter, cheaper tier for occasional use. |
| Pro | $100 or $200 a month | Heavy and professional use only. |
Plus is the plan to aim for. Go is fine for light use, and the Pro tiers only make sense if ChatGPT is your main working tool. On top of the list price, your bank adds its own charge for a foreign payment. GCB's 2026 tariff guide lists a markup of 1% to 7.5% on international card transactions, and First National Bank Ghana's March 2026 pricing guide lists 7% on international Visa debit use. Check your own bank's tariff, because this fee alone can add more than a dollar to a $20 plan.
The New VAT Rule From October 15, 2026
From October 15, 2026, the GRA introduces its Sentinel system to collect what it calls Real-Time VAT. The GRA stresses this is not a new tax. It is the existing 15% VAT plus the 2.5% NHIL and 2.5% GETFund levies, 20% in total, collected in a new way: your bank, mobile money operator or payment provider withholds it when you pay, and you get a notification showing the tax deducted. It applies when all three of these are true:
Paid with a Ghana-issued instrument
A card, mobile money account or digital wallet issued in Ghana.
The seller is non-resident
A foreign business with no presence in Ghana, such as an overseas software company.
The service is electronic
Streaming, cloud storage, gaming, software subscriptions, online marketplaces.
The GRA has not named ChatGPT, but a software subscription from an overseas company, paid with a Ghana-issued card or MoMo wallet, matches all three. The example given with the announcement is simple: a GHยข100 service becomes GHยข120, with GHยข20 withheld. Applied to OpenAI's list prices, that looks like this:
| Plan | List price | VAT and levies (20%) | Total |
|---|---|---|---|
| ChatGPT Go | $8.00 | $1.60 | $9.60 |
| ChatGPT Plus | $20.00 | $4.00 | $24.00 |
These are estimates in dollars, before your bank's exchange rate and fees, and the exact way each bank shows the deduction may differ in the first weeks. Two points are worth knowing. Customers do not need to register or change how they pay. And according to the GRA, payments with cards issued outside Ghana do not pass through this system, but that does not make them exempt: other VAT mechanisms can still apply, and a provider can add local tax at checkout itself, as OpenAI already does for ChatGPT Plus in Nigeria.
Can You Pay With MoMo or a Cedi Card?
OpenAI's checkout takes credit and debit cards. There is no field for a mobile money number, so MTN MoMo, Telecel Cash and AT Money cannot pay ChatGPT directly. A cedi Visa or Mastercard can work, as long as it is enabled for international online payments and your bank lets the monthly renewal through. Netflix has the same card-only rule, which we cover in our guide to Netflix prices and payment in Ghana.
Why ChatGPT Says "Payment Not Approved"
A decline is usually your bank saying no, not OpenAI. Work through these in order:
- Turn on international and online (card-not-present) payments in your banking app, or ask your bank to. Many cedi cards ship with them off.
- Use a Visa or Mastercard. A gh-link card is a domestic card and does not work at foreign online checkouts.
- Make sure the OTP or in-app approval for 3D Secure arrives, and don't refresh the page while it is pending.
- Enter the billing address your bank has on file, type the card number by hand, and switch off any VPN.
- Keep enough on the card for the price, your bank's foreign-transaction fee and, from October 15, the 20% VAT.
- Retry once after fixing the cause. Repeated attempts can trigger more fraud blocks.
If none of that helps, our guide to a ChatGPT payment that was not approved decodes each error message and what it means.
Other Routes: App Stores and Local Dollar Cards
You can also subscribe inside the ChatGPT app on iPhone or Android. The charge then goes through your Apple or Google account and whatever payment method is saved there, and the price shown in the app store can differ from the web price. Some Ghanaian banks and fintech apps issue dollar cards you can fund in cedis or from mobile money. Compare the card fee, the funding fee and the exchange rate before you choose one, and remember that a Ghana-issued card falls under the new VAT collection described above.
A Privacy-First Card for ChatGPT
If your cedi card keeps failing, or you would rather not hand your main bank card to another subscription, SiraPay is built for this. It is a privacy-first virtual card with no forced KYC: no ID upload and no face scan to open an account. For ChatGPT there is a dedicated card program on its own BIN, built for ChatGPT billing, and the code ChatGPT1 takes 60% off that card for new users. Every new account gets a $2 welcome bonus, and the tasks to unlock it are shown in the app. The card's exact price is shown in the app before you pay. Check the app
- Sign up on SiraPay and complete the privacy-first onboarding
- Fund your account with crypto (such as USDT) or a supported top-up method
- Create your card and choose the dedicated ChatGPT card
- Enter the card details on chatgpt.com's billing page and keep a small buffer above the plan price
Because the card only spends what you load onto it, a failed renewal is easy to spot and fix, and you can freeze the card in a month you do not need ChatGPT. The same account works at 150M+ merchants and is used by people in 100+ countries, so it can cover your other tools too. See our page on virtual cards for ChatGPT and AI tools for the full picture.
Three honest caveats. OpenAI and its payment processor decide which cards they accept, so no card can promise approval. SiraPay is a spend-only card: it pays for your tools, it does not receive money. And a card does not change your tax position. If VAT is due on a service you buy, it is still due, so keep your receipts and ask a tax adviser if you buy for a business.
Quick Answers for Ghana
How much is ChatGPT Plus in Ghana?
$20 a month at OpenAI's list price, converted to cedis by your bank, plus your bank's foreign-payment fee.
Will ChatGPT cost more after October 15, 2026?
If you pay with a Ghana-issued card, MoMo wallet or digital wallet, the GRA's new system collects 20% VAT and levies at payment, which would take a $20 plan to about $24.
Can I pay for ChatGPT with MTN MoMo?
Not directly. OpenAI's checkout takes cards, not mobile money numbers.
Why is my Ghanaian card declined on ChatGPT?
Most often because international or online payments are switched off, the 3D Secure approval did not complete, or the balance is short after fees.
Is there a cheaper ChatGPT plan?
Yes. ChatGPT Go costs about $8 a month, and the free plan still works for light use.
Final Thoughts
ChatGPT Plus in Ghana is a $20 dollar subscription, paid by card, and from October 15 a Ghana-issued card or wallet adds 20% VAT at payment. Budget for the real total, switch on international payments if you use a cedi card, and keep a second card ready for the month your bank says no.
